Level IV - Command and Staff

Members training at this level are leaders in their units and typically have some exposure to the group and the wing. Many seek to hold higher office, such as a group or wing command. It is this level that the member begins to see the "Big Picture" in the organization. As such, the requirements are more challenging and rewards greater. Members are required to complete the 1-week Region Staff College, which provides the leadership and management skills and abilities that are required of CAP leaders. Members must also attain their Master rating in their specialty track, mentor and teach, as well as other requirements. Once all requirements for Level IV are complete, the member receives the Paul E. Garber Award. Members are typically eligible for promotion to Major at this phase of their careers.
